Bicycles and Personal Transportation Devices
Bicycles and Other Personal Transportation Devices (Scooters, Hoverboards, Skateboards and Skates)
Safety, courtesy, and caution must govern the use of bicycles and other personal transportation devices (including but not limited to skateboards, hoverboards, scooters and skates). This policy encompasses motorized bicycles and other personal transportation devices. All bicycles and other personal transportation devices shall yield the right-of-way and avoid colliding with pedestrians. These activities are restricted to outdoor areas and are not allowed inside any University building.
The following policies apply to bicycles and personal transportation devices:
- The use of personal transportation devices, including but not limited to bicycles, skateboards and scooters are prohibited in university buildings. This does not apply to personal transportation devices as an approved reasonable accommodation.
- Safety is of utmost importance. Bicycles and personal transportation devices must yield the right of way and not disrupt pedestrians or vehicular traffic. The use of appropriate protective gear -- helmet, wrist guards, elbow, and kneepads -- is always recommended.
- The use of personal transportation devices (as defined above) on campus property is restricted to students, faculty, staff, and their guests. Dependents and guests must be accompanied by a student, faculty or staff member possessing a valid Phoenix Card. All personal transportation devices shall yield the right-of-way and avoid colliding with pedestrians. Guests of the Inn at Elon may ride bicycles from the hotel on campus property, provided all other expectations are followed.
- All risks associated with the use of bicycles and other personal transportation devices are assumed by the student, faculty, staff member, dependent or guest. This includes injury to self or others or damage to property. Those operating bicycles and personal transportation devices will be personally responsible for all financial costs for injuries or damages. Careless and reckless operation of a personal transportation device may result in an Honor Code violation or criminal charges.
- Stunt riding and skating on elevated surfaces, including the use of benches, steps, stairways, walls, or other objects, is prohibited on campus property.
- Storage of any personal transportation device must be in accordance with university policies, including residence hall policies. Due to fire safety concerns, hoverboards may not be used, charged, or stored in any Elon owned, operated, or leased building including (but not limited to) residence halls, academic buildings, dining halls, the library, Moseley Center, etc.
- When not in use, all bicycles and scooters must be parked in designated areas (bicycle racks) and should be secured.. Bicycles and scooters should be secured in an upright position and must not block pedestrian pathways. Bicycles found in any areas including but not limited to stairwells, railings, brick colonnades and gazebos will be confiscated. All bicycles left after May commencement become property of the university and will be donated for charitable purposes.
- Bicycles may be registered with the Office of Campus Safety and Police. In the event a bicycle is stolen and recovered, registration will assist in locating the owner.
- The university reserves the right to immediately confiscate the personal transportation device of any person found violating this policy. A violation of these policies may also be treated as an Honor Code violation and may be subject to adjudication by the Office of Student Conduct. Guests are subject to restriction from campus for violating these policies.
- Town of Elon ordinances prohibit skateboarding, rollerblading, riding scooters or hoverboards on town streets. Bicycles are prohibited on the sidewalk on either side of North Williamson Avenue between the intersections of Lebanon Avenue and Haggard Avenue. All other sidewalks shall be for the joint use of pedestrians and non-motorized bicycles requiring manual power. Bicycles shall yield the right-of-way and avoid colliding with pedestrians.
