University Outdoor Spaces
Campus organizations or individual students wishing to host events (initiations, speakers, forums, musical events, demonstrations, etc.) in Elon’s outdoor venues (including, but not limited to, Phi Beta Kappa Plaza, Lakeside Terrace, Medallion Plaza, Chandler Fountain and Plaza, Citrone Plaza, Scott Plaza, or the outdoor classrooms) must have an event registration request submitted at least 15 business days (3 weeks) in advance through PhoenixCONNECT. Classes may be held on a first-come, first-serve basis, but classes may not be scheduled for the amphitheater on a routine basis. Event registration is not required for individuals and informal, small group (generally less than 15) use of outdoor spaces for discussions, reflection, studying and other low-key activities.
Any staging, tents, or other structures used in outdoor spaces must be set-up by the university or an approved vendor, and must be approved in advance as part of the event registration process.
Speakers’ Corner
To provide a convenient and visible location for spontaneous student activism and civic engagement activities/programs on campus, the Speakers’ Corner area, identified by a sign in front of the Moseley Center, is a shared resource designated for members of the university community (current students, recognized student organizations, faculty, and staff) to engage in demonstration and expressive activity (including protests, rallies, marches, assemblies, speeches, vigils, displaying signs, circulation of petitions, etc.). All activities are subject to university policies, such as those relating to harassment, non-discrimination, bias, disorderly conduct, etc.. Activities in this location that meet the following criteria are not required to be registered in advance:
- No persons involved from outside the university.
- No sound amplification.
- Does not disrupt others’ use of University resources including buildings, outdoor spaces, and vehicular traffic.
- Does not damage property (including the lawn itself).
- Does not cause a safety hazard (for example, stakes may not be planted in the ground without the approval of Facilities Management due to electrical/water lines, etc.)
Activities at Speaker’s Corner may not begin before sunrise and must be completed before 11 p.m. Speakers’ Corner is a shared resource for our community; in addition to these guidelines, the university may establish additional reasonable time, place, and manner restrictions so that no one person or group utilizes or occupies the space in a manner that prevents others from having similar access.
Sleeping/Camping Outdoors
Outdoor spaces on-campus are designed for general enjoyment by the university community, including recreational usage. Camping or sleeping outdoors overnight (between 11 p.m. and 8 a.m.) is prohibited, as is sleeping overnight in or under any parked vehicle. This includes establishing or maintaining any shelter, tent or other temporary or permanent structure for the purpose of human occupancy.
